A PIQ project has a starting point - a description of the state of the art and the scientific context - and an objective - the desired impact. These elements are described in the application document and are key to the assessment of the project. Between these two points, the approach proposed for a high-risk project generally includes a degree of uncertainty.

The PIQ programme offers agile project engineering adapted to this uncertainty. The approach adopted is to avoid locking the project into the description given when it was submitted, instead allowing it to evolve over the course of the programme. This also means that the programme commitments (funding, duration) can be adapted as the project advances. This engineering is based on two documents:

Document Description
Application document Describes the initial scientific context, the intended impact, the technological and/or scientific approach and introduces the project leader.
Roadmap Outlines the project in phases, with each phase having a duration, a milestone, a commitment from the project leader and the resources required. The roadmap is to be created from the pre-admission phase onwards.
